HONOLULU — The foreclosure scandal has touched a nerve with the state’s consumer protector.“It’s outrageous to be submitting papers to court that you shouldn’t be submitting,” said Stephen Levins.Last week, several of the nation’s largest lenders suspended foreclosures after it was revealed that the institutions may have been signing off on court documents without actually reviewing them. Here in Hawaii foreclosures are either handled two ways: through a judge or outside of court.
